A charged battery should measure about 13,6 volts, not arround 10!!!!
As you can measure 10,5 volts around in the harness, shows that it's not the fuse.
To me it sounds like a dead battery cell (arround 2 volts), so go back to the dealer and get a new fesh battery. Let him measure the voltage before delivery!!!
